A Temporary Use Permit has been approved which could allow for a temporary winter shelter on Warren Avenue West.
The decision was made during this week’s regular council meeting.
Although the TUP was approved, the final approval of the shelter will be subject to council’s approval of a “comprehensive” safety plan.
Mayor Julius Bloomfield says city councillors understand the “Critical need to support unhoused residents” but the safety plan is also a necessity.
“The approval of this permit ensures immediate care is provided, but it hinges on the execution and enforcement of a robust safety plan,” Bloomfield said in a news release.
Bloomfield said work has begun with community partners to finalize the safety plan.
He noted that the plan will not only protect those staying at the shelter but also neighbouring businesses and the broader community.
Once the safety plan is completed, council will review it.
The shelter is proposed to operate 24/7 from November to Mar. 31, 2025.
The shelter would also provide other services like minor health services and referrals to homelessness support programs.
When the shelter was first announced, the city said 402 Warren Avenue East was a secured by 100 More Homes and BC Housing.
The land will be leased by the city and BC Housing will work with a local non-profit organization to manage operations.
