As the community continues to reel from the death of Bailey McCourt, the other victim of last Friday's attack has now been identified through an online fundraiser.
According to a GoFundMe, Carrie Wiebe was the other victim involved in the attack as she was with her coworker, McCourt, in the parking lot of their place of employment when McCourt's former partner allegedly attacked her and Wiebe.
Both McCourt and Wiebe were taken to Kelowna General Hospital following the attack, where McCourt succumbed to her injuries.
“Carrie was in serious condition and now has a long and rough road ahead in her recovery,” stated the fundraiser’s description.
“Both physically and certainly mentally. Any money raised will be going directly to Carrie and her family for any and all expenses related to her recovery.”
McCourt’s former partner, James Plover, has been charged with second-degree murder in her death and made a court appearance on Thursday. Plover is scheduled to be back in court on Sept. 16.
In the days following the attack, it was revealed that Plover had been convicted of choking someone and uttering threats just hours before allegedly attacking the two women near the corner of Enterprise Way and Spall Road.
The news of Plover being convicted, but remaining on the streets, has struck a wrong chord with the community, with many calling for reforms to the justice system.
“In British Columbia—as in jurisdictions across the world—Bailey McCourt followed every legal and institutional pathway available to her,” explained a social media post from Battered Women's Support Services (BWSS).
“She reported abuse, cooperated with authorities, and engaged with both criminal and family courts in an effort to secure safety for herself and (her) daughters. Yet despite these efforts, she was murdered hours after her ex-partner’s conviction.”
Local politicians have also spoken about the incident that took the life of McCourt and sent Wiebe to the hospital with serious injuries, with Kelowna MP Stephen Fuhr saying that legislation on bail reform would be introduced in Ottawa this fall.
“The June 2025 independent review on IPV (intimate partner violence) and sexual violence makes it clear: Intimate partner violence is under-reported, poorly tracked and met with institutional inertia,” added Kelowna Centre MLA Kristina Loewen.
“There’s no leadership, no urgency, and no accountability — and that, combined with the government’s failure to reform the justice system, is leading to tragic, fatal outcomes like Bailey’s.”
The online fundraiser for Wiebe added that the funds raised will help with her “new fight and goal to challenge and change the laws in British Columbia regarding domestic abuse.”
On Tuesday, July 15, local bakery Cupcasions will be donating all proceeds to the McCourt family.
“After reading about Bailey’s passing, I felt compelled to help,” said Cupcasions owner Libbie Philips.
“We had the joy of creating the cake and cupcakes for Bailey’s wedding in 2022. I’ll never forget her smile while picking her favourite flavours, and I got to snuggle her youngest daughter—just a baby at the time. It breaks our hearts to know that both girls have now lost their mom.”
The event has been named ‘Bailey’s Day’ and Cupcasions will also be accepting direct cash donations and cheques payable to McCourt’s father, Shane. A trust fund for McCourt’s two daughters is also being arranged.
“Bailey’s story highlights a tragic reality,” added Philips.
“Our system too often places the burden on victims to provide evidence of abuse, while alleged abusers are able to continue with their lives. Her family hopes will lead to increased awareness of the issues within the system and spark much-needed change.”
A handful of local veterinary clinics will also be taking part in the fundraiser by purchasing cupcakes and offering them in exchange for donations at their clinics.
“This is about community—supporting one another in the darkest moments,” said Charlotte Fahy of Kelowna Veterinary Hospital.
“Cupcasions has created something beautiful, and we’re honoured to stand with them in support of Bailey’s children.”
The clinics taking part include Kelowna Veterinary Hospital, Lakeshore Animal Clinic, Mission Creek Animal Hospital, Black Mountain Veterinary Hospital and Southside Animal Hospital.
